Objective

The ST & SC Development, Minorities and Backward Classes Welfare Department, has been providing a evaluating various developmental programmes for Scheduled Tribes, Scheduled Castes, Minorities & Backward Classes People of the State. The Department has an elaborate arrangement at the field level with a District Welfare Officer in every district, Assistant District Welfare Officer in Sub-Divisions & Welfare Extension Officer in every block Educational development of the ST & SC community and improving accesses to educational facilities, 156 Residential Educational Institutions have been functioning in Koraput District Koraput District consists of 14 blocks In Koraput district 156 different types of schools are running under ST & SC Development Department as follows

The Headmasters / Headmistress & Asst. Superintendents of the hostels have been directed to ensure calls through the Hotline Phones positively which should go to the Control Room and the boarders are regularly oriented about the Hotline Telephone facility during their prayer class / Life Skill Programme / School Cabinet Programme.

The Students’ Festival (SARGIFUL)

The objectives of this festival is to give exposer to talented students from (Class – V to Class – X) studying in Sevashrams, Ashrams, Residential Ashrams, SSD High Schools, Higher Secondary Schools & E.M.R.S run by SSD Department.Every year the district level participants are awarded at State level competition, Bhubaneswar

Post-Matric Scholarship

The Technical and Non-Technical College going students belonging to ST/SC/OBC communities are awarded Post-Matric Scholarship.The ST/SC/OBC students have to register and fill up their Application in PRERANA Web portal.The Post-Matric Scholarship be made directly from the State Headquarters. In Koraput District, 82 Colleges are registered in scholarship portal ‘PRERANA’ for award of Post-Matric Scholarship to ST/SC/OBC students.

Urban Education Programme ANWESHA

Government have implemented the Urban Education Programme to facilitate the rural ST/SC children by providing education in English Medium Schools (Public Schools) located in Urban areas.This programme has been implemented since 2015-16.

Inter Caste Marriage

This scheme is to encourage inter-caste marriage between the Caste Hindus and Scheduled castes belonging to the Hindu community for the purpose of eradication of untouchability. In case of Inter-caster married couples, one of the spouse must be SC and Hindu by religion and another must be non SC and Hindu by religion. The Government is providing Rs. 1,00,000/- (Rupees One Lakh) only as cash incentive to said couples w.e.f. 22.07.2017 vide Resolution No. PCR-33/2013 13117/SSD dtd. 22.07.2017 of Commissioner-cum-Secretary to Government, ST & SC Development Department, Odisha, Bhubaneswar.

Implementation of Scheduled Castes & Scheduled Tribes(Prevention of Atrocities)

Under these act Social safeguard has been provided to Scheduled Tribes and Scheduled Castes. The victims are being paid the compensation on the basis of Joint Enquiry Report of S.D.P.O. and Revenue Officer. The Monetary Relief is being given to the Atrocity victims according to the gravity of the case. The payment made in different stages in different cases as per the guidelines communicated vide latest Govt. Letter No. 20922/SSD dtd. 19.11.2016 of Director, SC, Welfare, ST & SC Development Department, Odisha

Odisha Scheduled Caste Finance Development Corporation(O.S.F.D.C)

Under this scheme the SC people and SC Self Help Groups (SHGs) are being facilitated with Income Generating Scheme and provided with Loan facilities. This year a target of 47 SC S.H.G.s was given to Koraput district. Financial Loan has given to 27 number of SC S.H.G.s with 295 beneficiaries and a total amount of Rs. 65,60,000/- has already been financed in the financial year 2017-18.

Placement Linked Employability Training Programme (P.L.E.T)

Under this Scheme Placement Linked Employability Training is being given to ST youths. A Target of 468 youths was given to Koraput district for Training under P.L.E.T. & S.D.T. out of that 242 ST un-employed youths (136 in PLET & 106 in SDT)have given the training facility during the year 2017-18 .
